In den 1980er Jahren beobachtete man eine Verschlechterung des Kronenzustandes von Waldbäumen. Dies führte 1985 zur Etablierung des Internationalen Kooperationsprogramms Wälder (ICP Forests) im Rahmen der UNECE Air Convention.

Hintergrund und Zielsetzung

In den 1980er-Jahren wurde eine zunehmende Verschlechterung des Kronenzustands von Bäumen in europäischen Wäldern beobachtet. Der vermutete Zusammenhang mit der damals sehr hohen Luftverschmutzung (insbesondere durch Schwefeldioxid) führte im Jahr 1985 zur Verabschiedung des Internationalen Kooperationsprogramms Wälder (ICP Forests) unter dem Genfer Luftreinhalteabkommen (UNECE Air Convention), welches derzeit 42 Mitgliedsländer umfasst. 

Die jährliche europaweite Aufnahme des Kronenzustands der Waldbäume auf über 5500 Flächen wird etwa alle 10-15 Jahre ergänzt durch Untersuchungen der Waldböden und des Nährstoffhaushalts der Bäume (Level I).

Für das Verständnis von Ursache-Wirkungs-Zusammenhängen wird seit 1995 europaweit auf über 600 Flächen zusätzlich das intensive Level II-Monitoring durchgeführt. In dessen Rahmen werden in zum Teil hoher zeitlicher Auflösung Daten über Luftqualität, Schadstoffeintrag über das Niederschlagswasser (Deposition), Bodenlösung, Witterung, Bodenvegetation, Zuwachs, Phänologie, Streufall und zu sichtbaren Ozonschäden erfasst, um den Zustand der Wälder und seine Veränderung zu erfassen.

Deutschland ist das Vorsitzland von ICP Forests. Das ICP Forests Programmkoordinierungszentrum (PCC) am Thünen-Institut für Waldökosysteme in Eberswalde ist für die Programmkoordination sowie für die Datenverwaltung zuständig. Das PCC gibt auch das umfangreiche ICP Forests-Handbuch heraus und veröffentlicht wissenschaftliche Arbeiten und Broschüren für die breite Öffentlichkeit und zur Politikberatung.

Vorgehensweise

Die jährlichen Kronenzustandsdaten werden im Level-I-Monitoring in den teilnehmenden Staaten in einem 16-km-x-16-km-Raster (insgesamt ca. 6000 Flächen) von den Mitgliedsstaaten (in Deutschland von den Bundesländern) erhoben. Der Bodenzustand und die Nadel-Blattspiegelwerte werden auf dem gleichen Raster von den meisten Mitgliedsstaaten alle 10 bis 15 Jahre erfasst.

Auf den als Fallstudien aufzufassenden Level-II-Flächen (ca. 600 Flächen in Europa) werden die Daten zu den oben beschriebenen Erfassungsbereichen kontinuierlich oder in mehr oder weniger großen Intervallen erhoben. Alle Parameter werden zwecks Vergleichbarkeit nach einem international abgestimmten Handbuch erhoben und nach bestandenen Datenqualitätsprüfungen in eine am PCC angesiedelten zentralen Datenbank eingespeist. Von dort werden die Daten entsprechend einer ebenfalls international abgestimmten Datenpolitik an interne und externe Nutzer weitergegeben.

Weiterhin führt das PCC Standardauswertungen durch und beteiligt sich an komplexeren Studien zusammen mit Wissenschaftlern von Partnerorganisationen in ganz Europa.
