KKEG: Climate protection in small private forests – for owners and society
uid=5370

subtitle:
navTitle:
keywords as String:

description:
abstract:
Society makes diverse demands on the German forests: Traditionally she wants to use timber, but recently also the protection of climate and biodiversity is a focus. To fulfil these demands, the small private forest has a great importance: Nearly half of the forest area of Germany is private-owned and half of this area again is smaller than 20 hectares. That makes 25 % of the total area of forests. Nowadays, the forest owners are characterized by a high plurality of circumstances and goals for their forest management. The traditional rural management with a focus on timber production has decreased in small private forests, but the actual offers for promotion and assistance are still aimed at this traditional forest management. These offers are not able to reach the majority of forest owners anymore – this is shown by actual research studies. At the same time, these studies recommend the development of new and broader offers to win the owners of small forests for the goals biodiversity and climate protection.

Forest industry as part of the entire economy is linked to manifold economic activities in a country. It uses goods for intermediate consumption, invests in fixed capital, contributes to overall supply with wood and non-wood-goods and creates income which is distributed to the economic units bearing the production. Moreover forest enterprises own assets in terms of standing timber, equipment and buildings.

Demands of forest ecosystem services by the society are increasing in many fields, no matter if productive, protective, or recreational functions are concerned. abstract:
The evaluation at the Institute of International Forestry and Forest Economics covers the forest related measures of five rural development programs. We examine the measure effects on biodiversity, water, soil and climate protection and on competitiveness of forest enterprises. Furthermore we analyze the implementation procedures to recognize if there are implementation obstacles.

Valuation of climate protection options

The forest sector (forestry including timber processing) contributes to carbon storage and emission reduction by the sequestration of carbon in forests, in harvested wood products as well as by substituting fossil fuel. This contribution can be further optimized, provided that knowledge about carbon cycles and climate efficiency of several of the options for climate protection in the sector can be extended.

The economic valuation of non-market goods provided by forests is an important though small issue in the field of environmental economics. Still, some cadre of valuation studies has accumulated in the German speaking countries since about 1990. How can this pool become better available for a national as well as an international public?

abstract:
Forests reduce greenhouse gas loads in the atmosphere by sequestering carbon. This is beneficial for humans in general, and is even profitable in financial terms – however, for the time being financial benefits accrue to the government only, but not to the forest owners. What is the amount of these profits? How can they be used to stimulate forest owners in order to enlarge their forests as carbon sinks?
