Does the Green Deal have an impact on the Common Agricultural Policy 2023-2027?

With the Green Deal, the European Commission pursues an ambitious reform agenda. One topic: The Common Agricultural Policy. A new journal article shows to what extent the Commission has been able to influence the latest CAP reform in light of the Green Deal.

The Green Deal is the central reform agenda of the European Commission under President von der Leyen.

The Green Deal “aims to transform the EU into a fair and prosperous society, with a modern, resource-efficient and competitive economy where there are no net emissions of greenhouse gases in 2050 and where economic growth is decoupled from resource use”. The envisaged reforms address several policy fields, one of them being the Common Agricultural Policy (CAP)

In a new article in the Journal of Common Market Studies, Dr. Stefan Becker analyzes the Commission’s efforts to align the latest CAP reform with the Green Deal. The article shows that, whilst struggling to make an impact in the legislative arena, the Commission used its implementation powers to pressure member states to engage with the Green Deal in their national CAP plans.
