Dominik Frankenberg awarded the Goerdeler Prize 2022

The Carl and Anneliese Goerdeler Foundation Municipal Science Prize has been awarded since 1999 to young academics for outstanding Ph.D. theses in the field of municipal science and is endowed with 2,000 euros. The award ceremony took place on June 13 at the New City Hall in Leipzig. In a subsequent panel discussion entitled "Effects of municipal fiscal equalization on local life: What reaches the people?", the mayor of Leipzig, Burkhard Jung, Dominik Frankenberg, Prof. Wolfgang Goerdeler (chairman of the board of trustees of the Goerdeler Foundation) and Prof. Gerhard Hammerschmid (chairman of the jury, Hertie School of Governance) discussed the issue.

In his thesis "Allocative and distributive effects of function-related need measurement in municipal fiscal equalization – approaches to deriving and analyzing task-adequate fiscal equalization benefits using the example of the state of North Rhine-Westphalia", Mr. Frankenberg examined the theoretical, methodological and empirical aspects of task-oriented fiscal need measurement using the example of the Municipal Financing Act of North Rhine-Westphalia. In doing so, he combines legal, spatial, financial and political science approaches in order to elaborate central design principles, analysis criteria and reform options. His analysis was classified by the jury as fundamental work with considerable fiscal policy consequences for fiscal equivalence in space and is of high political-practical relevance for a rule-based and task-appropriate design of fiscal relations in the federal multi-level system.
