In the period 2008-2012, the first commitment period under the Kyoto-Protocol, Germany accounts for Afforrestation, Deforestation and Forest Management. The Greenhouse Gas Inventory delivers the statistical basis for this accounting.
Germany commited to reduce its Emissions in the Period 2008-2012 by 21% compared to 1990. According to Art. 3.3 of the Kyoto Protocol, accounting for Afforestation, Reforestation and Deforestation is mandatory. Additionally, Germany voluntary accounts for Emissions due to Forest Management. As a prequisite for that an comprehensive reporting had to be established and the sources and sinks had to be detailled reported following relevant international standards.
In order to implement the German national greenhouse gas emission reporting system (National Inventory Report, NIR) we compile the national inventories for forests. This aspires to ascertain the carbon stock and its change within the five relevant pools (above-ground and below-ground biomass, deadwood, litter and soil) and to document the emissions of carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O).
Our reporting system is compliant with the relevant rules and international guidelines. Therefore a focus of our work is to constantly improve our methods, so that accurate, consistent and complete surveys and calculations are secured.
According to the Kyoto reporting, for the first commitment period the carbon sequestration and emission respectively, for Afforestation and Deforestation (Article 3.3) as well as Forest Management (Article 3.4), was determined. For Afforestation a sequestration amounting to -28.411 Gg CO2-eq., for Deforestation an emission of 11.416 Gg CO2- eq. and for Forest Management a sequestration of -233.292 Gg CO2-eq occurred. However only -22.733 Gg CO2-eq. could be credited for Forest Management due to a fixed maximum contribution-cap for the first commitment period.
