DAIMON (Decision Aid for Marine Munitions) is a flagship project of the Baltic Sea Region Strategy, financed by the EU Baltic Sea Region Programme 2014-2020 with a goal to solve the problem of underwater munitions. The question which DAIMON takes up is how to proceed with identified and mapped warfare objects. Remediation or no action are subject to heated disputes among the decision-making bodies.
Munitions status, measurement methods, contamination modeling and ecological impact assessment are fed into procedures on how to assess risks associated with conventional and chemical munitions and their toxic components dumped in the Baltic Sea and the Skagerrak. These procedures are the cornerstone of the DAIMON Decision Support System (DSS), a software for risk categorization and decision, an aid to support users in case-to-case decision-making. The DSS is empowered to formulate risk analysis documents, involving facts about localization of munitions objects, overall ammunition state, effects on the surrounding environment, and biological status nearby and far away from the chemical source. Furthermore, the DSS supports information about costs of recovery/destruction/ no recovery options, encapsulation, blasting, monitoring etc.
The DSS tool is meant to support national ministries, maritime administrations, companies and pan-Baltic organizations in planning the sustainable use of the Baltic Sea space.
